Flexi-jobs in 2025: What employers need to know

Flexi-jobs will remain an attractive option in 2025 for employers looking to hire flexible workers. However, regulatory changes make it essential to stay fully informed about the latest requirements. We provide an overview of what you need to know as an employer to offer flexi-jobs correctly and in compliance with the law.
What are flexi-jobs and who are they for?
Flexi-jobs are designed to allow employers to hire additional (temporary) workers under favorable conditions. This scheme is available to:
- Employees with a main job of at least 4/5 nine months before starting a flexi-job: They can earn additional income through a flexi-job without extra tax burdens.
- Pensioners: Both legally retired individuals and those on early retirement can take on flexi-jobs to supplement their income.
Flexi-jobs are particularly popular in sectors such as hospitality, retail, cleaning, and other service industries. They offer businesses a flexible solution during peak periods and contribute to a dynamic labor market. Check here to see if your business qualifies to hire flexi-job workers.
Key changes in 2025
Starting from January 1, 2025, important updates will take effect in the flexi-job system. Here’s what you need to know:
1. Mandatory flexi data submission
Employers must submit the salary data of flexi-job workers within five calendar days after issuing the pay slip. This requirement applies to both pensioners and non-pensioners. It’s important to note that this flexi data submission does not replace the Dimona declaration or the quarterly DmfA declaration. Each time you process payroll, you must also complete the flexi data submission.
2. New income limits for retirees
- Legally retired individuals: As of 2025, they can earn unlimited additional income through a flexi-job without affecting their pension.
- Early retirees: Those receiving an early pension must adhere to an annual income cap of €7,876 gross. Exceeding this limit may impact their pension benefits.
Why flexi-jobs are beneficial for employers
1. Increased flexibility
Flexi-jobs allow businesses to scale their workforce during peak periods without long-term commitments.
2. Cost savings
Employers only pay a 28% employer contribution, making flexi-jobs a cost-effective alternative to traditional employment contracts.
3. Access to a larger talent pool
With expanded eligibility across sectors and relaxed regulations, businesses can attract a wider range of candidates, including experienced pensioners and employees with a main job.
